The London Waste and Recycling Board (LWARB)

The London Waste and Recycling Board (LWARB) was set up as a way to bring everyone involved in managing the capital's waste together, to boost recycling and reduce the amount of waste being sent to landfill. It is an eight member Board chaired by James Cleverly, the Mayor’s appointed representative.

The objective of the Board is to promote and encourage:

  • the production of less waste:
  • an increase in the proportion of waste that is re-used or recycled: and
  • the use of methods of collection, treatment and disposal of waste which are more beneficial to the environment.

Part of the London Waste and Recycling Board’s remit is the allocation of up to £84 million funding which makes up the London Waste and Recycling Fund. In doing so LWARB is required to act in accordance with the Mayor of London’s Municipal Waste Management Strategy.

Biossence

Biossence Limited was established in 2006 to develop, build, own and operate renewable energy from waste plants. Biossence provides a long-term sustainable waste disposal solution that substantially reduces greenhouse gas emissions and diverts waste from landfill while addressing the pressing challenge of providing secure and high efficient energy supplies from renewable sources.

Biossence’s current facilities will recover energy from waste using advanced thermal conversion technology. This gasification process is more efficient than the prevalent incineration technology. Biossence’s first plant, the East London Sustainable Energy Facility (ELSEF), will generate 18-22MW of electrical power, enough to power 15,000 homes. The 100,000 tonnes of refuse-derived fuel input will be sourced from local municipal solid waste. The London Waste and Recycling Board has announced its support for ELSEF and is finalising the details of a £12 million loan guarantee.

Biossence also has planning permission for a 400,000 tonnes gasification plant near Liverpool and is developing a pipeline of other projects around the UK and abroad.

Biossence’s solution allows for the most efficient recovery of energy from waste, reduces greenhouse gas emissions significantly, can be used with a wide variety of waste inputs and could generate electricity, heat and liquid fuel in form of biofuel.
